RULES 2010-2011

Rules having been revised and added for the coming season are printed in RED
1.
Teams must be represented at ALL meetings. All members are entitled
to attend, speak, make proposals etc., at the Annual General Meeting. At no
meeting, including the Annual General Meeting, are teams entitled to more
than one vote per team on any issue. Existing member teams not represented
at the Annual General Meeting may be excluded from the League for the
ensuing season. Fines for teams not being represented at any meeting are as
per rule.
2.
Committee members are entitled to vote on all matters at all
meetings, having one vote per committee member. The Chairman is only
allowed to vote when a casting vote is required. In the event of a
committee member standing in for the Chairman in his absence, the individual
concerned will only be allowed to vote as the Chairman.
3.
Teams from the previous seasons League represented at the Annual
General Meeting will reform the League for the ensuing season. Those
members will then decide what number of teams will formulate the League for
the ensuing season. If any vacancies occur, new team membership
applications will be considered strictly in the order in which they were
received. If there are any team vacancies after the Annual General Meeting
the committee will be given licence to attempt to fill these vacancies.
4.
New teams accepted into membership of the League at the Annual
General Meeting can only vote on matters discussed, after they have been
elected into the League.
5.
Annual League entrance fee for ALL teams is £60.00.
6.
League matches shall consist of eight games, the winners of each
game being awarded one point, a total of eight points being played for in
each match. Match games to be played in the following order.
i) TRIPLES:
Two games with two teams of three players from each side play one game of
701 each.
ii) FOURS: Two
games with two teams of four players from each side play one game of 801
each.
iii) PAIRS:
Four games with four teams of two players from each side play BEST OF THREE
LEGS of 601 each.
Minimum of six
players are required to play a match. Teams playing a match with six or
seven players will forfeit the second four and the last pair. Points
forfeited in these circumstances will be awarded to the opposing team. In
the event of both teams playing a match with six or seven players, forfeited
points will be withdrawn altogether. Players arriving before the draw for
the fours or pairs are made, may be considered for selection in those
games. Individual players may not play more than once in any set of games,
i.e. Triples, Fours or Pairs.
7.
League matches will start at 8.30pm. The home team is responsible
for ensuring open board facilities are available no later than 8.00pm.
8.
All League games will be straight start and finish on a double.
Bullseye shall count as double 25. Away team throw first in first game
(first triple), third game (first fours), fifth game (first pair) and
seventh game (third pair). Home team throw first in second game (second
triple), fourth game (second four), sixth game (second pair) and eighth game
(fourth pair). When pairs are played, best of three legs, first throw in
first leg is as previously stated, second leg, (and when third leg is
necessary), first throw alternates. In the event of a team forfeiting
points because of player shortage, first throw order does not change.
9.
All matches shall be played on first class match quality Elm or
Bristle dartboards. Both Captains to agree that board and oche are up to
required standards before match commences. The condition and availability
of the venue and match quality board is the responsibility of the home team,
not the management of the establishment where the match is being played.
10.
The throwers feet must be no closer than 7’ 9¼” from the front of the
dartboard at floor level. The centre of the bullseye must be 5’ 8” up from
the floor. Raised oches must always be used.
11.
Cancellation of matches is not permitted. In the event of a team
being unable to field the minimum number of six players required to play a
match, all points that should have been played for in that match will be
awarded to the opposition. When clubs cannot field a team to play a match,
it is that teams responsibility to inform the opposing team and the League
results secretary with a minimum of 48 hours notice. In the event of teams
not arriving at all, or without enough players to play the match, the
opposition shall complete a results card and forward it to the League
results secretary indicating on the card that the opposition had failed to
arrive without giving the required 48 hours notice. In the event of
prevailing circumstances a match cannot be played through no fault of
participating teams, the points due to be played for in that match will be
shared by teams involved.
12.
TRANSFERS: Player having registered and played for a team can not
normally cancel registration and sign for another team. Requests for
transfers must be lodged with the committee through League Secretary. The
committee will consider any such request on its individual circumstances
with the main criteria being it should be to the benefit of the league and
its members. Once approved any such transfer will require a fee of £5.00 to
be paid.
13.
League committee will consist of a Chairman, Secretary, Treasurer &
Assistant Secretary.
14.
The HOME team is responsible for ensuring match result card is
available for completion at the match and the Results Secretary receives the
completed card no later than the Wednesday following the date of the match.
The
HOME team is responsible for telephoning
match result to Result Secretary before the end of the day following the
match. Late telephoned results and result cards are subject to fines rule
30.
15.
Teams signing on additional players after the first match of the
season has been played must submit players name to League Secretary first
and pay a registration fee of £2.00 per player. Additional signings after
the start of the second half of the seasons league matches has started must
be agreed by the league committee and a £5.00 registration fee paid.
Teams may sign on new players any
time before start of match – (a) by handing new player details to any league
committee member that may be present at the match or (b) telephone details
to League Secretary on 078858 00741. In instance where (b) is used details
of new player must be sent to league secretary with result card for the
nights matches
16.
The League committee have total control over discipline within the
League. The committee have the right to fine and/or suspend offenders from
any League run activity. The committee shall have the power to refuse the
right of any individual to play in the League.
17.
In the event of a team leaving the League before they have completed
the first half of its seasons fixtures, all points played for involving that
team will be deducted. In the event of a team leaving the League during the
second half of the season, only points played for involving that team in the
second half will be deducted. The relevant points played for in the first
half of that season will stand.
18.
The home team is responsible for supplying callers and chalkers. The
caller shall be the only person allowed to inform the thrower what has been
scored or what is left. This information shall only be given at the
throwers request. The away Captain has the right to request a change in
caller or chalker, or both, providing he can give adequate reasons to the
home Captain.
19.
Players must sign their own names on result cards.
20.
Captains shall write selected teams on board before each section of
the match starts. A card draw shall then be made to decide the playing
order of the selected players on both sides. This draw for playing order to
made by both Captains together.
21.
A minimum number of EIGHT players are required to sign for a team at
the start of a season before the team registration form can be accepted.
22.
Any team holding trophies belonging to the League are responsible for
their well being and upkeep. Any loss, damage or replacement of League
property shall be paid for in full (at prices prevailing at the time), by
the team responsible. No team or player shall be allowed to keep any League
trophy permanently.
23.
The committee shall be allowed to override League rules where,
through unforeseen circumstances, strict adhesion to the rules could be
detrimental to the League.
24.
Prizes given by the League will be trophies, giftware and or cash at
the discretion of the committee.
25.
All rules relating to league being of two divisions are only relevant
in circumstances where league is made up of two divisions. In the event the
league being only one division the relevant two division rules will be left
in place and adopted should the league be split in two divisions.
26.
League Winners and Runners Up, Second Division Winners and Runners
Up, Team Knockout Winners and Runners Up, Knockout Eights Winners and
Runners Up will be awarded ten trophy/prizes per team. Knockout Fours
Winners and Runners Up will be awarded five trophy prizes per team.
Knockout Triples Winners and Runners Ups will be awarded four trophy/prizes
per team. The League will endeavour to obtain additional trophy/prizes for
any team requiring them but relative costs
will be borne by teams requiring them.
27.
The use of electronic scoreboards as the sole method of recording
scores in any match connected with the League is strictly forbidden.
28.
Trophies will be given to the seasons highest starter, highest
finisher and the scorer of the most 180’s. Only League matches will be
considered for the aforementioned awards. Players will only be considered
for these awards if the relevant scores are recorded in the appropriate
space provided on the match result card.
29.
Teams are responsible for the behaviour of their members and
supporters and may be disciplined if unable to keep them under control.
30.
Fines for breach of League rules shall be a minimum of £2.00 and a
maximum of £10.00. The committee shall decide what amount fines shall be.
Perpetual offences from the same source will result in the offender/s
expulsion from the League.
31.
Teams may be expelled from the League for unpaid fines.
Teams/players are not allowed to rejoin the League until outstanding fines
are paid.
32.
When Applicable the winners of first and second division shall
receive prizes of equal value. The runners up of first and second division
shall receive prizes of equal value.
33.
When applicable at the end of each season the bottom two teams in the
First Division will be relegated to the Second Division. The top two teams
in the Second Division will be promoted to the First Division. In the event
of teams not rejoining the First Division, additional teams from the Second
Division will be promoted in order of previous seasons League finish place.
34.
When applicable new teams joining the League take their place in the
Second Division when two divisions are in operation.
35.
When applicable First & Second Divisions will play as one in
knockouts.
36.
In the event of any League match being abandoned the points played
for at the time will stand. The committee will decide whether the remaining
points will be played for or awarded and to whom.
37.
Winners/Runners up in the League are decided by the teams having
scored the most points. Where teams finish with equal number of points,
the relevant position will be declared a tie and shared.
38.
All teams must purchase a minimum of eight tickets for the Annual
Presentation Dance. These tickets must be paid for with Knockout
entrance fees. Knockout entrances will not be accepted until relevant
money is paid. Failure to purchase tickets precludes entrance to
Knockouts.
39.
Infringement of any League rule is subject to rule 31.
40.
Any Player/Team owing money to the League (including fines) will
be barred from participating in any League run event and not be allowed
to rejoin the League until such time any money owed is paid.
41.
If two teams finish with equal points at the end of league
fixtures a count back system will used to determine league winners. The
winners will be declared as the team that has recorded the most match
wins in the season. In the event that teams are still equal at that
point a play off match will be convened on a neutral board. This will be
on a league match basis but to ensure a winner only three pairs will be
played. The match winners being the first team to win four points.
42.
Callers and Chalkers of any game are not allowed to drink or
smoke whilst a match is in progress
43.
The committee will be allowed to co-op individuals on to the
committee whenever they consider the need arises.
44.
Venues of teams joining the league must allow players of all
ages into their premises to participate in any league match or
competition run by the league.
Temporary exclusion to this
rule is The White Admiral – Under 14’s are not allowed into this venue.
Where teams have under 14’s in the squad – those teams have the right to
change the venue having given the White Admiral a minimum of 14 days
notice. Secretaries are to agree and arrange alternative venue.
KNOCKOUT RULES
No adjudicator is allowed to accept any
change of players from those shown on draw sheets without authorisation
from League Committee. Changes will only be considered by League
Secretary in reasonable circumstances. If a team/player has a
complaint, all players concerned are required to sign in with the
adjudicator and only then will their complaint be considered by the
Committee. Complaints are to be forwarded to League Secretary in
writing. Secretaries of teams whose venues are being used for knockouts
are to ensure facilities are available on nights required. If there are
any problems, relevant team Secretary must inform League Secretary
immediately. No postponements are allowed. In all knockouts toss coin
for first throw in first leg and toss again for first throw in deciding
leg when deciding leg is necessary. Teams may not compete in any
knockout with anything less than the required number of players for that
particular event. Teams not having the required number of players
present at registration time will be eliminated from the competition.
Players not having signed result cards for at least 40% of League
matches will only be allowed to enter knockout competitions by
permission of the committee. Team Secretaries of players in this
position must apply to League committee for this dispensation.
Entrants in all multi-person knockout
events must be from the same team with the exception of the mixed
pairs. In the mixed pairs individuals may partner a player who is
registered with the League for another team or alternatively a player
who is not registered with the league.
All knock-out games are straight start
and double finish.
Calling
& Chalking: Where practical
in multi-teams/ player Knockouts, chalkers for first games of night will
be nominated from last teams/players drawn out. After first games,
losers will chalk following games. Teams/Players not fulfilling their
calling/chalking obligations will be fined £5.00 per player for each
offence and barred from playing that event in the next season they play
in the League.
Committee
Discretion: The committee has
the discretion to vary and or amend the format of any knockout to suit
the situation on the night. This may relate to the time available and/or
the venue being used. Should this be necessary all possible care will be
taken to avoid there being any disadvantage to any team or players
involved.
Knockout
Eights:
Best of three legs x 1001 straight start
and double finish. A minimum number of eight players are required in
Knockout Eights. A team may make only one entry in Knockout Eights.
Players may not be changed between legs. Playing teams will supply
one official each,
caller and chalker. League trophies and
individual trophy/prizes will be awarded to winners and runners up. The
draw for Knockout Eights will be made in two halves. The teams that
finished in top half of the League will play on one Knockout. The teams
that finished in the bottom half of the League in a separate Knockout.
The winners of each competition will play each other in the final.
In the
event of an odd number of teams entering
competition, the larger number of teams will be from top half of League.
Entrance Fee will be £4.00 per team.
Team
Knockout:
Match format will be: 2 x 1 leg games x
701 with teams of 3 players from each side. 2 x 1 leg games x 801 with
teams of 4 players each from each side. 4 x best of 3 leg games of two
players from each side x 501. 1 leg of 1 game x 1001 of eight players
from each side. Match will be deemed to be over when a team obtains five
points. Names of players for each of the games in the match will be
written on paper and placed on team board. Card draw will then be made
for order of play. Card draw is not necessary for the eights leg. Match
officials (Caller + Chalker) will be made up of one member of each of
playing teams. It is the responsibility of the Home team to provide a
result card and ensure it is sent to the Results secretary. There will
be NO entrance fee for this competition. To accommodate possible extra
legs Team knockout matches must start no later than 8.30pm with
open board being available no later than 8.00pm
Fours:
Best of three legs x 801 straight start
and double finish. Teams may make as many entries in the fours as they
wish, and may register up to a maximum of six players from which four
may be selected to play any three leg match. Players may not be changed
between legs of any match. LOSING TEAM are responsible for chalking the
following match. League trophies and individual trophy/prizes will be
awarded to winners and runners-up. Entrance Fee will be £4.00 per team.
Triples:
Each match will be the best of three legs
x 701. Teams may make as many entries in the threes as they wish, and
may register up to a maximum of four players per team from which three
may be selected to play any three leg match
. Players may not be changed between
legs of any one match. Losing team’s are responsible for chalking the
following match. League trophies and individual trophy/prizes will be
awarded to winners and runners up. Entrance Fee will be £3.00 per three.
Pairs:
Best of three legs x 601 straight start
and double finish in all rounds up to and including the quarter final
(last eight). The semi final and the final will be best of five legs.
Teams may enter as many pairs as they wish. Only two players may be
registered for any one pair, reserves are not permitted. Losing pair
are responsible for chalking the following match. League trophies and
individual trophy prizes will be awarded to winners and runners up.
Entrance Fee will be £2.00 per pair.
Random
Pairs:
(Optional competition to be played at
discretion of committee where availability of time and venue allows)
Best of three legs x 501
straight start and double finish in all rounds up to and including the
quarter final (last eight). The semi final and the final will be best
of five legs. There will be no provision for this competition on
the knockout entrance form. Players may enter by registering and paying
entrance fee on the night of play. All entrant’s names will be placed in
a draw without team affiliation. Partners will be drawn totally randomly
and may be from any team in the league. Entrance Fee will be £2.00 per
player. All entrance fees will be returned in the form of prize money
immediately competition is finished. Prize money will be divided
proportionately between 1st, 2nd, 3rd & 4th places at the discretion of
the committee.
Random Threes:
(Optional competition to be played at
discretion of committee where availability of time and venue allows)
Best of three legs x 701
straight start and double finish in all rounds up to and including the
quarter final (last eight). The semi final and the final will be best
of five legs. There will be no provision for this competition on
the knockout entrance form. Players may enter by registering and paying
entrance fee on the night of play. All entrant’s names will be placed in
a draw without team affiliation. Partners will be drawn totally randomly
and may be from any team in the league. Entrance Fee will be £2.00 per
player. All entrance fees will be returned in the form of prize money
immediately competition is finished. Prize money will be divided
proportionately between 1st, 2nd, 3rd & 4th places at the discretion of
the committee.
Mixed Pairs:
Best of three legs x 501 straight start
and double finish. Mixed pairs may be formulated with both players
being members of the League or one League member and one guest. Teams
may enter as many mixed pairs as they wish. Only two players may be
registered to play in any one mixed pair, reserves are not allowed.
Losing pair are responsible for chalking following match. There are no
League trophies for this competition. Individual trophy/prizes will be
awarded to winners and runners up. Entrance Fee will be £2.00 per pair.
Singles:
Best of five legs x 501 straight start
and double finish in all rounds up to Semi Final and Final which will be
best of seven legs. Teams may enter as many singles as they wish. Losing
player is responsible for chalking the following match. League trophies
and individual trophy prizes will be awarded to the winner and runner
up. Entrance Fee will be £2.00 per player. This entrance fee will
include entrance into the singles plate competition. The Plate
competition will begin on the same night as the first round of the
singles and will start immediately the first round of the singles is
completed. On the night of playing first round of this competition, the
main competition draw will not be published until the first round games
have been completed. Plate competition will be best of 3 legs x 501 up
to the semi-final and the final which will be best of 5 legs.
Licensees and Officials:
Team secretaries, Captains, League
Committee and one Landlord/Landlady/Licensee/ Steward from each of the
venues used by registered teams qualify for entrance in this
competition. No substitutes are allowed. Team Secretaries, Captains and
Vice Captains must be as listed on League registration forms. Playing
format for this competition will be decided on the night of
competition. Losing player is responsible for chalking the following
match. There will be No entrance fee for this competition.
Under 19’s
Competition will be open to all league
registered members under the age of 19 years on the date of the first
league match of the season. Best of three legs x 501 straight start and
double finish in all rounds up to and including the quarter final (last
eight). The semi final and the final will be best of five legs. Teams
may enter as many players as they wish. Losing player is responsible for
chalking the following match. Individual trophy prizes will be awarded
to winners and runners up. Entrance Fee will be £2.00 per player
Ladies:
This will be a singles Knock-out open to
all registered Female members of the league. Matches will be best of
three legs x 501 straight start and double finish. They committee will
consider increasing Semi-final and Final matches to best of five legs,
dependent on time available on the night of play. Losing player is
responsible for chalking the following match. League trophies and
individual trophy prizes will be awarded to the winner and runner up.
Entrance Fee will be £2.00 per player.
